California SB 813 Public Sector AI Auditing

Working toward IVO designation
California's framework for
independent AI auditors

California SB 813 established the Independent Verification Organization framework a pathway for qualifying third-party firms to audit AI systems used in state agency decisions. MeasurementPros is actively building toward IVO designation, tracking the framework as it takes shape.

Working toward designation · California SB 813 IVO framework
What IVO Means

California created a formal auditor framework.
Most firms haven't noticed yet.

SB 813 directs California's Government Operations Agency to establish a registry of Independent Verification Organizations firms that meet defined standards for independence, methodology, and technical competence, and are authorized to conduct official third-party audits of automated decision systems used by state agencies.

The intent is distinct from self-declared "AI auditing." IVO status is a formal designation process, not a marketing category. The framework envisions state agencies eventually being required to use an IVO for certain audits the same logic that requires licensed CPA firms for certain financial audits, rather than anyone who does accounting work.

The framework is still taking shape. The registry is being built. Organizations tracking it now building the methodology, establishing independence, documenting credentials are better positioned for when agencies start requiring it than those who begin after the mandate arrives.

What IVO designation could enable

State agency AI procurement audits

California agencies procuring AI systems for high-stakes decisions benefits, criminal justice, child welfare, licensing may require IVO-conducted audits before deployment. If that framework takes hold, IVO designation would be the entry point for that work.

Public sector bias and impact assessment

Automated systems used in government decisions carry heightened scrutiny because affected populations often have no alternative. An IVO framework would be designed for that context specifically not adapted from enterprise software assessments.

Vendor qualification for state contracts

AI vendors selling to California state agencies may eventually need an IVO audit to demonstrate their systems meet state requirements. A designated IVO would be positioned to provide that audit as a neutral third party with no stake in the vendor's outcome.

California leads. Other states follow.

California has a track record of setting the regulatory floor that other states eventually adopt CCPA became the template for a dozen state privacy laws. The IVO framework is early, but the direction is clear: states that deploy AI in government decision-making will need a way to verify it independently.

Organizations that work with California state agencies or expect to are better positioned by tracking this framework early rather than waiting for a requirement to land. The groundwork for IVO qualification takes time to establish. We're building it now.

Who should be paying attention

  • AI vendors with California state agency contracts or active pursuits
  • Employers using automated tools in decisions that affect California residents
  • Organizations already subject to NYC LL 144 who want a single auditor as state requirements expand
  • Legal and compliance teams building a vendor due diligence program around AI governance

What we're building toward

IVO designation is not something we have it's something we're working toward as the framework develops. Here's the foundation we've put in place.

In Place

ISO 42001 Lead Auditor certification

John Smutniak and our core team hold Certified Lead Auditor credentials for ISO 42001, 27001, and 27701 the formal audit methodology foundation that IVO qualification is likely to build on.

In Place

Structural independence

Quantitative Language LLC operates with no vendor referral relationships, no reseller agreements, and no financial interest in any AI platform we audit. Independence isn't a policy we adopted it's how the firm is structured.

In Progress

Tracking the SB 813 framework

We're actively monitoring the IVO registry as it takes shape under the California Government Operations Agency building our methodology and documentation to align with the framework's requirements as they're defined.

Future

IVO designation

When the registry is established and we meet the designation criteria, we intend to be among the first firms listed authorized to conduct official audits for California state agency AI procurement.
